Ukraine is a former Soviet Union country located in Eastern Europe and is bordered by Russia, Belarus, Poland, Slovakia, and Hungary. From the ornate Orthodox churches of Kiev to the bright shores lining the Crimea Sea, Ukraine is a country rich in history and culture. Set in between Western and Eastern Europe, Ukraine’s ancient castles, rugged mountains, and gleaming coastline attracts many tourists to the country.

Kiev, called “the mother of Slavic cities,” is the capital of the Ukraine. It’s the country’s largest city, with about three million people. Situated on the Black River, it remains Ukraine’s cultural and industrial center.

Besides Ukrainian, Russian is also widely spoken. You will find more people who understand and speak English in the bigger cities like Kiev.

Adoption in Ukraine is facilitated under The Department for the Protection of Children’s Rights and Hosting Programs within the Ministry for Social Policy of Ukraine. Ukraine is not party to the Hague convention. Ukraine is a wonderful country to consider adoption from! There are many children available, you are able to meet your child before making a decision to adopt.

Children Available

Children available for adoption from Ukraine are generally 6 years old and older. Sibling groups are also available for adoption.  The age range for children with special needs, relative and sibling groups, may be younger than 6 years. Ukrainian children are generally Caucasian, of European decent. Some children are of Roma, or Gypsy, heritage. Some of the children are healthy while others have special needs that range from minor to severe.

There are many older children and children with special needs available. When selecting a child, also consider the following:

  • Healthy boys and girls 6 and older
  • Special needs children of all ages
  • Two or more siblings at one time

Ukrainian children are available for adoption due to a number of reasons such as poor economic situations, domestic violence, or neglectful parents. Parents state their gender preference and are able to adopt a child of their preferred age and health condition.

Ukraine Adoption Requirements

In addition to the USCIS eligibility requirements for prospective adoptive parent(s), Ukraine has the following adoption eligibility requirements. If you feel you are not eligible to adopt from Ukraine, or you are unsure, please contact us for a free case-by-case consultation regarding your Ukraine adoption.

  • Citizenship: One adoptive parent must be a US citizen.
  • Age: Adoptive parents must be at least 25 years of age.  At least one parent must be at least 15 years older than the adoptive child.  There is no upper age limit required for parents although CAN reserves the right to verify the match is appropriate.  Extra flexibility on age is given when the adopted children are in a sibling group and/or have special needs.
  • Previous Children: Families may have children currently living in their home.
  • Marriage Status: Married couples are eligible to adopt. There are no prior divorce restrictions.  Same sex couples are not allowed to adopt from Ukraine.  Single individuals are only permitted to adopt from Ukraine if they are related to the adopted child.
  • Income: There is no minimum income required. However, you need to meet the income requirements provided by USCIS for the child to immigrate.
  • Medical History: There are some medical restrictions. If you take prescription medicine or have a medical condition, you can contact our adoption consultant to determine your eligibility.
  • Criminal History: Applicants with a criminal history of child abuse, violence or domestic violence are not eligible to adopt.

Ukraine adoption eligibility requirements are subject to change per Ukraine’s adoption laws. CAN updates these guidelines as necessary.

Adoption Timeline

The time frame to complete international adoption from Ukraine is usually about 12 to 18 months. The total adoption process time can vary depending on the time families take to complete their dossier paperwork, their preferences for age and gender, and country processes. This timeframe is subject to change; please consult CAN for the most current processing times for your adoption from Ukraine.

The Process

1. Application and Approval

To adopt a child, please complete our agency application. For your convenience, you may access the application online. We will promptly review your eligibility to adopt from Ukraine once we receive your application. If approved, we will provide you with our agency contract that outlines our fees, services and important information regarding the Ukraine adoption process. Upon receipt of your signed contract, CAN will start to provide you with placement services for children from Ukraine.

2. The Paper Chase

Once your agency contract is in place, it is time to start assembling your dossier. This will include a home study, which will assess your readiness for international adoption from Ukraine and help prepare you for adoptive parenthood, filing with USCIS for international adoption approval, and gathering your necessary dossier documents. All dossier documents must go through the appropriate notarization, certification and authentication processes before being sent to Ukraine.We offer a complete Dossier Preparation Service to ease your international adoption process and give you peace of mind.

To ensure that prospective adoptive parents are prepared for their international adoption journey, our agency requires that parents complete 10 hours of adoption training as mandated by the Hague Convention. 3. Identifying a Child

Once your dossier is approved by the Ukrainian government, an adoption date with the State Department for Adoption and Children’s Rights Protection (SDAPRC) in Kiev, Ukraine will be set. A child is identified based on your preferences for gender, age and health status. This is the first step of your travel to Ukraine for adoption. You will receive your referral while in the Ukraine at the SDAPRC.

4. Picking Up Your Child

You will be required to make up to three trips to complete the adoption process. During our first trip, you will interview with the SDAPRC, who will then issue a referral for a child based on your child approval parameters. After you accept the referral of the child you wish to adopt, you will be required to appear in court to finalize the adoption.

 

5. Post Adoption Requirements

Ukraine requires that you submit a post adoption report during the first three years after your international adoption from Ukraine is complete, and once every three years after that until the child is 18 years old. These reports demonstrate to the Ukrainian government the benefits of international adoption for their children. CAN’s post-adoption staff will guide you through the post-adoption process.
